Its appeal is apparently limited to those who feel cast out from the greater society, and who are already nursing hatred toward those more popular or successful than themselves. Its ties with the Lia-Kavair have perhaps been exaggerated, although they do exist; most Lia-Kavair are just as horrified at the idea of working with Navehans as anyone else would be. Its main importance in the greater society is actually as the True Enemy of orthodox Agrikans, who believe that Naveh is ultimately behind everything bad; Triadists don't attach anything near as much significance to Navehans as the Agrikans do, and instead think that Agrik is the Real Enemy, while the Agrikans insist that the Triadists have been blinded by Navehan deception. I can't tell you what the Navehans think, because I'm certainly not going out to find one to interview.
