Purpose

The City of Gods works as both the magical, cultural and political centrepoint of the larger dragon society. In the City of Gods dragons live truly free of other burdens, focusing on achieving their highest ideals, while having their needs met by a mix of kobolds, dragonborn and magical automatons. As such their time is spent focusing on creating new works of glory, discovering the truth of magic, which is still hidden to dragons despite their amazing longevity, and perhaps most importantly, decreeing dragon politic. Although mostly unknown by other races, dragon politics actually dictate huge parts of the political landscape. World leaders are often promoted or removed depending on the desires of the complicated voting blocks of the City of Gods, and notable events such as The Dissolution are rumored to be the consequence of dragon politics.

In addition to being the centre for draconic politics, the City of Gods is also of massive importance for the religion of the Dragon races, Draconic Ascension. The City of Gods is artifically closer to the draconic plane, and as such the influence of the dragon gods permeates through the place. This enables certain individuals to access the powers of those who have ascended before, and furthermore more easily enables the ascension into god form. It is not uncommon to hear the words or feel the influence of these gods on your body and mind while in the City of Gods, especially if you are of interest to them. Both those of great favor and great animosity can be in grave danger if the gods sense their presence.

History

The City of Gods is the oldest known metropolis in history and even dragons struggle remembering its complicated origin and history. The stories that are remembered is that the City of Gods was originally the capital of not just Belays Citadel, but the entirity of all planes of existence, originating as the very core of influence across all planes and realms. However, during a war between the dragons and their ancient enemy, now forgotten to them, to reduce their power, the City of Gods was cast from the centre of existence into the continent of Kairn, where most dragons congregated when in the mortal realm. Here the dragons made their new home and as they were removed from the other planes, their enemy made them forget its existence, eventually leaving the dragons without a need to return to the centre of existence.

However, the City of Gods could not simply stay on the continent of Kairn. During these times, long before the time of the Holy Empire of Man, there were often raids and incursions into the lands of dragons. Stories of ancient artifacts, forbidden treasures and mortifying secrets all led dastardly elves, dwarves, orcs and even tieflings to attempt to steal from dragons. Most failed, but some succeeded, occasionally even killing dragonkin. Eventually, the influence of dragons was weakened drastically and there were no more dragons able to ascend, their lives and prospects cut short time and time again. At this time Belays rose to power and restored the draconic race to its greatness. However, as he fell to the ancient enemy of the dragons, an enemy they could not see or remember, at a last action, to prevent dragons from ever being exposed in the manner they were he moved the entirity of the city to the back of the gigantic dragon turtle, already the place of the eternal citadel.
